In my experience as admin, rep can become a big issue. So I've changed it to where only staff can give out negative rep. Everyone else is welcome to give out good rep but thats all. Bad repping each other just gives way to bad blood. Mods will use it as a "tool" when someone actually deserves the negative rep.
