They're talking about two different types of stealing. Stealing points (where the victim loses the points and the thief loses a small amount of reputation) and stealing reputation (where the victim would lose points and the theif would gain them, but it costs quite a bit of money).
EDIT: Also, I'm fairly sure that the reputation of both the victim and thief are taken into account, as well as the amount of points to steal, when it comes to the probability of success. It's much harder to steal from someone with more reputation than you, and the chances of success are less if the amount to steal is high. |
