The way i read KCMO's post, and the way it still reads to me every time i reread it is this:

1. Everyone currently with a PS title will Retain thier PS status and perks, irregardless of thier tenure on evboard.

2. Anyone not currently in the PS group who wishes to gain entry will simply need a tenure of 4 years to become a member, rather than being subjected to the former voting process, thus,

3. Those non PS members currently with a 4 year tenure need simply to PM KCMO and they will be automatically added.

4. Those with less than a 4 year tenure, who are not currently a PS will not be considered at this time, but may apply when they reach the 4 year mark, or whatrever the mods decide to change it to. (i didnt see anything about being automatically added.
EDIT: for PiB--

can those with full inboxes send PMs?
If you're at or over your storage limit, I think the only way you could send a PM is if you made sure to uncheck the option below the textbox that says "Save in my Sent Items folder." That way it won't count towards your storage limit and you should be able to send it.
