It's called the Healing Tool. Or the Stamp tool.

The healing tool takes textures (like her eyebrow, or face) and copys them over to any part of the picture.

The healing tool is nice because it will blend the textures together or replace them directly. The blend feature comes in nice on her face where the colors differ from space to space.

So I took a spot of her eyebrow and placed it over the ring.

It's a little harder than that though. You need to get it just right in color and size. But Photoshop 7 makes it quite simple.
