The DVD i the special edition of Halo 2 pretty much negates that particular theory. For starters, all that "footage" that had been shown was from a demo reel that Bungie conjured up to show to the people at E3. You'll notice that there's a good amount of footage that takes place in levels we'd already seen in Halo 2 (primarily the scene that's on the city streets and such.) Maybe a glance at the DVD in the special edition might be enlightening. Now I don't claim to be a know it all. . .and I "could" be wrong, but ya never know. The thing about Halo 3 bing out in February 2005, I dunno if I can believe that. Bungie had no prior knowledge of exactly how big the game would be at the time they shipped to stores (which was at least a month prior to the actual hard release date.) an expansion pack is a possibility, but again. . .I just don't know if I can believe that. IF they do Halo 3 it would be in their best interest to take as much time and effort as they did with Halo 2.
