Moderators have permissions to over-ride a user's PM quota. So if their PM box is full we should still be able to send them a PM.

Exactly - there are so many n00bs who haven't made ONE post yet are able to access the chat straight away and start with the insults, which is why a certain number of posts should be required before access is enabled.

I don't think the one-message storage limit is extreme at all. With even the slightest bit of exploring, any n00b should be able to realize that when they send a PM, there is an option to not save the outgoing message, therefore it doesn't count towards the storage limit. And if they managed not to see that, the PM notification area in the upper-right corner of the page will tell them their storage limit, at which point they can go in and delete stuff to make room.

Also, I agree with the longer mod-queue period. That should give anyone with a brain plenty of time to get the feel of the board, what is and isn't acceptable, etc. And YES, THANK YOU for the chat restriction. I haven't run into too many talkative n00bs in the chat, but the ones I've seen are the ones who definitely need to not be posting/chatting yet.
