You could always right click and hit rename in your my documents folder too, if you've got the file extensions showing anyway.
If you don't, go up to view and folder options, and then under the view tab you can change it. *nods*

From PCWORLD Magazine, August 2004, "The Best Free Software":
Perfect Your Photos, Then Pack 'em In
Let's say you're not terribly artsy, you don't want to drop a bundle on Adobe Photoshop--and you don't need all its options, anyway. You're not alone. IrfanView (http://www.pcworld.com/downloads/file_description/0,fid,5648,00.asp), a compact but powerful image editor, lets you examine and modify pictures and other graphics, and play around with creative effects. The program supports all of the major image file formats.
Otherwise known as "The GIMP," the GNU Image Manipulation Program (http://www.gimp.org/downloads/) is a veteran open-source software application. Use it to do simple paintbrush jobs, create and work with complex images, or fix photos. The latest version has an elegant interface and an array of available plug-ins for creating animation and performing other tricks. http://www.pcworld.com/news/article/0,aid,116456,pg,5,00.asp

Don't you need to install some weird assed libraries for GIMP to work under Windows?
When it comes to JPG conversion, either MSPaint or PSP works for me.

Irfanview is the shizz. I've been using that forever as a file viewer. Can't beat the price either :)

This doesn't work. Well it works but not like you think (from what I can tell). Renaming a .bmp to .jpg doesn't make it a .jpg windows it just too stupid to complain about the content not matching the extension. Simply changing the file extension doesn't give any of the space saving benefits of JPegs. It might work in some apps, but liable to not work in others, so it wouldn't be recommended.

That's an internet explorer bug, something about the cache filling up. IIRC you have to empty the cache and restart explorer. Or you could just use another browser (http://www.mozilla.org/).

If you're running the latest version of IE
Tools...
Internet Options...
Delete Files...
OK
If you're running and older version of IE it might be different. If you are running a different version and you can't figure it out post what version you have and someone can probably tell you how to do it in the version you have (to find out version click on Help... About Internet Explorer).
