Tough I don't usually like manga looking characters, I like this one. The clothing, and details are very good. And Hello Kitty toy is a great extra in it!

wow! that's very nice!! I like it!!
You did a good job with the corset and the torso. The proportions and texturing are very well done. Her right arm (the one going away from her body, the bent one) looks pretty nice as well. And the proportion of the entire body is almost spot on! Kudos to you for that... it's difficult for young artists to accomplish such proportion. The rest of the limbs (especially the legs) look very stiff to me, though. Feet and hands as well. You probably just need to work on the subtle nuances that occur in the shapes of the limbs and give them more form and body. They're too straight as it is.
The face is contorted a little. I'm not a fan of the eyes, but since it is a manga creation, it's not really all that important. You can make 'em crazy as you want. The only other thing I would suggest is to make the forehead line (where the hair begins on the forehead) start further back on the head and it needs to extend further toward the temples than you have it. Her bangs are too narrow and low-set. In fact, you could solve the problem by just adding a little bit of volume to her bangs. It just gives the appearance of the top of the head being flat.
I like the thought you put into all the detailing of her clothes. Something else that I want to mention is that I think you do a good job of balancing the detail throughout her ensemble. You leave enough space between all of the very detailed bits of her so that they eye can travel and not feel strained to look at too many things. So you definitely have a good eye for composition. You broke up the spaces in very inventive ways, and you made good decisions when adding detail to certain areas.
You should probably consider shading or value to help you interpret your pictures more. My eye got lost in her hair and the bow, along with where you have the cape behind her with the wings. I think that because all of these things are different from one another, they shouldn't blend in so easily. If you don't want to shade, you don't have to. Just utilize the amount of pressure on your pencil properly to emphasize certain areas like that so one object stands apart from another.
HTH. Keep up the great work. Can't wait to see you post more of your stuff. You're doing a great job, and you're young - so you've got an advantage, lol. Good luck with your future work.
End.
