I suppose you'd be able to if you wanted to resize the image to something reasonable or crop out what you don't want in the picture.

It'd be kinda hard to make a 800x600 or 1024x768 image look decent after resizing it to 80x80.

It's doable in Photoshop. Photoshop can reduce very well. But, some of the images might not translate very well to a small size.

Yep depends on the picture. Like if someone wanted an avatar like mine or the wall paper I made, I can make those with Evanescence in them, they might look ok.
